Led by Lyudmyla Petrenko, VOICE is a partnership between the Minneapolis Jewish Federation, the Sabes Jewish Community Center, Temple Israel, Jewish Community Action, and the Salvation Army.

The VOICE Project serves nearly 200 seniors, most of whom are Russian-speaking immigrants, living in subsidized housing in the Loring Park neighborhood of Minneapolis.

VOICE is dedicated to helping program participants connect to the community, improving their quality of life, and helping them realize their power through community organizing to advocate for themselves. Russian-speaking immigrants from Booth Manor, Nicollet Towers, Oak Grove, and other Loring Park area buildings who previously were isolated and disconnected from the larger community now enjoy social gatherings, health and wellness opportunities, English instruction, participation in Jewish rituals and holiday celebrations, and overall greater involvement in communal life within and beyond their small communities. Programming is provided both in the downtown buildings and at the Sabes JCC. The community organizing portion of the VOICE program is facilitated through Jewish Community Action (JCA).
